The Research Institute for European Policy Publishing House

The Research Institute for European Policy Publishing House is an entity operating at the Research Institute for European Policy established in 2015, the aims of which are the dissemination of scientific research and popularisation of science, the creation of a European platform for the exchange of ideas and views, and the development of international cooperation in the field of research, education and culture.

The institute affiliates academic employees, researchers and experts from European countries dealing with political, historical, philosophical, philological, sociological, economic and legal issues.

The mission of the Publishing House is the dissemination of scientific achievements while maintaining high substantive, ethical and editorial standards, which is reflected in the introduced publishing and reviewing procedures as well as ethical principles.

The scientific profile of the Publishing House corresponds to the field of social sciences and humanities.

The scope of the activity of the Publishing House includes in particular:

- publishing of monographs,
- publishing of collective works,
- publishing of textbooks and academic scripts,
- publishing and dissemination of the scientific journal “European Journal of Transformation Studies” indexed, among others in the Emerging Sources Citation Index being part of the Web of Science

Publications issued by the Publishing House are characterised by a high level of internationalisation, both as far as authors and reviewers are concerned. Thus far, works of authors from the Czech Republic, Moldova, Poland, Spain, Germany and Slovakia have been published as part of the Institute’s publishing activity. In addition, the European Journal of Transformation Studies also published articles by authors from the United States, France, Italy, Georgia, Ukraine, Turkey, China and Croatia.

Wydawnictwo Instytutu Badań nad Polityką Europejską

Wydawnictwo Instytutu Badań nad Polityką Europejską jest jednostką funkcjonującą przy powołanym w 2015r. Instytucie Badań nad Polityką Europejską działającym m.in. na rzecz upowszechniania badań naukowych i popularyzacji nauki, tworzenia europejskiej platformy wymiany idei i poglądów oraz rozwijania współpracy międzynarodowej w zakresie badawczym, edukacyjnym i kulturalnym.

Instytut zrzesza pracowników akademickich, badaczy i ekspertów z państw europejskich zajmujących się problematyką politologiczną, historyczną, filozoficzną, filologiczną, socjologiczną, ekonomiczną i prawniczą.

Misją Wydawnictwa jest upowszechnianie osiągnięć naukowych przy zachowaniu wysokich standardów merytorycznych, etycznych i edytorskich, co znajduje odzwierciedlenie we wprowadzonych procedurach wydawniczej i recenzji a także zasadach etycznych.

Zakres działalności Wydawnictwa obejmuje w szczególności:

- wydawanie monografii,
- wydawanie prac zbiorowych,
- wydawanie podręczników oraz skryptów akademickich,
- wydawanie i rozpowszechnianie czasopisma naukowego „European Journal of Transformation Studies”, indeksowanego m.in. w Emerging Sources Citation Index będącego częścią Web of Science

Wydawane przez Instytut publikacje cechuje duży poziom umiędzynarodowienia, zarówno jeśli chodzi o autorów, jak i recenzentów. Dotychczas w ramach działalności wydawniczej Instytutu ukazały się pracę autorów z Czech, Mołdawii, Polski, Hiszpanii, Niemiec oraz Słowacji. Ponadto czasopismo European Journal of Transformation Studies opublikowało także artykuły autorów pochodzących m.in. ze Stanów Zjednoczonych, Francji, Włoch, Gruzji, Ukrainy, Turcji, Chin czy Chorwacji.

Ethical standards of the Research Institute for European Policy Publishing House

The Research Institute for European Policy Publishing House issues publications in the field of social sciences and humanities. Our team’s priority is high quality of published books and high ethical standards. The procedure of reviewing submitted papers ensures the scientific quality of published materials (see the publishing procedure and the reviewing procedure). Care for ethical standards is the responsibility of all actors involved in the creation of the journal, i.e. publishers, editors, members of the Editorial Board, reviewers and authors.

The Publisher and entities supporting the Publisher

The publisher and entities supporting the publisher, e.g. universities or faculties of universities, support the efforts of editors and reviewers related to the publication of monographs. They provide necessary resources and materials needed to issue a publication.

The Editorial Board

The editor-in-chief and members of the Editorial Board are responsible for conducting the current operation of the Publishing House, in particular they correspond with authors informing them about the status of the works they have presented, make a decision about their acceptance or rejection on the basis of the following criteria: (a) compliance of the submitted typescript of the monograph with the profile of the Publishing House, (b) scientific quality, (c) language quality, (d) originality and (e) the reviews the monograph has received.

The Editorial Board appoints the reviewers who evaluate the submitted monograph or collective work using the standard review template, the so-called evaluation table or present a review in the form of a written recommendation. Editors are required to maintain confidentiality regarding the submitted materials until they are published. After approval for publication, editors in cooperation with the author are responsible for preparing it for publication, including proofreading and composition. If the book is rejected, editors are required to provide the author with a brief explanation of the reasons for the refusal.

Editors must refuse to publish the work when:

- he work or its fragment is plagiarism¹;
- the work is not original, it has been published by another publishing house under the same or a changed title (autoplagiarism). However, it is allowed to use paraphrased fragments of the author’s earlier works, primarily data and information contained therein, provided that it is indicated in the bibliographic note that these fragments have been previously published;
- so-called ghostwriting² or guest authorship³ has been proved;
- the article received two negative reviews with a rejection recommendation.

If plagiarism is found, editors should inform the institution indicated by the author as his/her affiliation about this fact.

Reviewers

It is Reviewers’ responsibility to ensure a high scientific standard of the publication. In writing reviews they should be guided by meticulousness, acumen, objectivity and impartiality, and be characterised by unbiasedness. They should inform editors of suspected unethical practices that author/authors might have committed, especially regarding suspicion of plagiarism. They are obliged to maintain confidentiality. They are not allowed to pass information on the reviewed work to third parties, as well as to use data and information referred to in the reviewed manuscript in their works. In the case of a conflict of interest, they should inform editors of the impossibility of the honest fulfilment of reviewing duties.

Authors

Authors are obliged to follow anti-plagiarism procedures related to the citation of someone’s work, data and information contained therein. It is their responsibility to confirm the originality of the submitted works. Authors’ duty is also to cooperate with editors and reviewers in order to achieve the highest scientific and editorial level of the work, and, above all, notify editors of any errors noticed after publication of the work. Authors are obliged to disclose the contribution of individual persons to the creation of the submitted work (a monograph or a collective work). Authors should also reveal the sources of funding for the research in the framework of which the book was prepared.

¹By plagiarism we mean quoting someone else’s words or thoughts without an appropriate bibliographic note.
²We deal with ghostwriting when someone has made a significant contribution to the publication without disclosing their participation as one of the authors or without mentioning their role in the acknowledgments contained in the publication.
³We deal with guest authorship (honorary authorship) when the author’s participation is negligible or not present at all, and yet he/she is specified as the author/co-author of the publication.

Publishing procedure of the Research Institute for European Policy Publishing House:

- application to the publishing house for publishing a monograph or a collective work with an attachment (typescript)
- the editor-in-chief appoints one member of the Editorial Board or a non-member to prepare an opinion on the presented book
- after reviewing the opinion and typescript, the editorial board decides to accept the book for further work
- preliminary calculation of the cost of issuing the publication
- settlement of the sum and indication of funding by the author/authors of the publication
- signing a contract with the publishing house for the provision of a book publication service, in which the author/authors or editor in the case of a collective work declare that the work is original, does not infringe third party copyrights, and that the publishing house ethical standards have not been violated. In the case of fraud detected by the anti-plagiarism system or negative reviews, the contract is repudiated
- the typescript is entered into the anti-plagiarism system, in the case of a positive result
- the typescript is submitted to the reviewers
- the author(s)’ response to the reviews along with a comment on the reviewer(s)’ remarks
- submission of the typescript to the publishing house after acceptance of the reviewer’s remarks
- edition of the book including two cases of proofreading and text composition, graphic design
- online publication and possible book printing
- handing over the author’s copies and dispatch of so-called legal deposits

Reviewing procedure of the Research Institute for European Policy Publishing House:

- preparation of a preliminary opinion by a member of the Editorial Board or another person designated by the editor-in-chief
- election of book reviewers by the Editorial Board; the author(s) may indicate potential reviewers, however decision-making authority rests solely with the Board, the reviewers’ affiliation should be different from that of the author, authors or the editor of a collective work, however in special cases (e.g. when the work is financed from university grants) it is permissible for reviewers to be people from the same institution as the author or the co-author. In any case, however, the affiliations of at least one reviewer and the author(s) must be different
- only a person with at least a doctoral degree or its equivalent, and achievements in the specialty covered by the reviewed work can be a reviewer of a monograph or a collective work
- recenzja sporządzona jest na specjalnym formularzu (evaluation table) bądź w formie pisemnej rekomendacji
- the author(s) receive the review to get acquainted with the remarks. Clearly negative reviews by two reviewers halt work on publication, which entails the book publication contract repudiation
- the Editorial Board gets acquainted with the author(s)’ the response to the reviewer’s comments and the corrected version of the typescript, eventually deciding to issue the publication
- the names of the reviewer(s) are placed on the editorial page of the book

Standardy etyczne wydawnictwa Instytutu Badań nad Polityką Europejską

Wydawnictwo Instytutu Badań nad Polityką Europejską wydaje publikacje z zakresu nauk społecznych i humanistyki. Priorytetem naszego zespołu jest wysoka jakość publikowanych książek oraz wysokie standardy etyczne. Jakość naukową publikowanych materiałów zapewnia procedura recenzowania nadesłanych prac (zob. procedura wydawnicza i procedura recenzji). Dbałość o standardy etyczne jest odpowiedzialnością wszystkich podmiotów uczestniczących w tworzeniu czasopisma, tj. wydawcy, redaktorów, członków Kolegium Redakcyjnego, recenzentów oraz autorów.

Wydawca i podmioty wspomagające Wydawcę

Wydawca i podmioty wspomagające Wydawcę, np. uczelnie czy wydziały uczelni, wspierają wysiłki redaktorów oraz recenzentów związane z publikacją monografii. Zapewniają niezbędne środki i materiały potrzebne do wydania publikacji.

Kolegium Redakcyjne

Redaktor naczelny i członkowie Kolegium Redakcyjnego odpowiedzialni są za prowadzenie bieżącej działalności Wydawnictwa, w tym szczególnie prowadzą korespondencję z autorami, informując ich o statusie złożonych przez nich prac, decydują o ich przyjęciu bądź odrzuceniu w oparciu o następujące kryteria: (a) zgodności nadesłanego maszynopisu monografii z profilem Wydawnictwa, (b) jakością naukową, (c) jakością językową, (d) oryginalnością oraz (e) na podstawie recenzji, jakie otrzymała monografia.

Kolegium wskazuje recenzentów, którzy dokonują ewaluacji nadesłanej monografii lub innej pracy zbiorowej, wykorzystując przy tym standardowy wzór recenzji, tzw. evaluation table bądź przedstawiając recenzję w formie pisemnej rekomendacji. Redaktorzy zobligowani są do zachowania poufności względem nadesłanych materiałów do chwili ich publikacji. Po zatwierdzeniu publikacji redaktorzy we współpracy z autorem odpowiedzialni są za przygotowanie jej do publikacji, w tym korektę językową oraz skład. W przypadku odmowy opublikowania książki, redaktorzy zobowiązani są do udzielania autorowi krótkiego wyjaśnienia, dotyczącego powodów odmowy.

Redaktorzy muszą odmówić opublikowania pracy, gdy:

- praca bądź jej fragment jest plagiatem¹;
- praca nie jest oryginalna, został opublikowana w innym wydawnictwie pod tym samym lub zmienionym tytułem (autoplagiat). Dozwolone jest jednak wykorzystywanie parafrazowanych fragmentów swoich wcześniejszych prac, przede wszystkim danych i informacji w nich zawartych pod warunkiem wskazania w nocie bibliograficznej, że fragmenty te zostały wcześniej opublikowane;
- udowodniony został tzw. ghostwriting² bądź guest authorship³;
- artykuł otrzymał dwie negatywne recenzje z rekomendacją odrzucenia.

W przypadku stwierdzenia plagiatu redaktorzy powinni poinformować instytucję wskazaną przez autora jako jego afiliacja o zaistniałej sytuacji.

Recenzenci

Obowiązakiem Recenzentów jest dbałość o wysoki poziom naukowy publikacji. W przygotowywaniu recenzji powinni oni kierować się skrupulatnością, przenikliwością, obiektywizmem i bezstronnością oraz cechować brakiem uprzedzeń. Powinni informować redaktorów o podejrzeniach dotyczących nieuczciwych praktyk, których mógłby się dopuścić autor/autorzy, zwłaszcza w odniesieniu do podejrzenia o plagiat. Są zobligowani do zachowania poufności. Nie wolno im przekazywać informacji o recenzowanym pracy osobom trzecim, jak również wykorzystywać w swoich pracach przywołanych w recenzowanym manuskrypcie danych i informacji. W przypadku konfliktu interesu, powinni poinformować redaktorów o niemożliwości uczciwego podjęcia się obowiązków recenzenckich.

Autorzy

Autorzy są zobligowania do przestrzegania procedur antyplagiatowych związanych z cytowaniem czyichś prac, danych i informacji tam zawartych. Potwierdzić oryginalność nadsyłanych prac. Obowiązkiem autorów jest też współpraca z redaktorami i recenzentami w celu uzyskania jak najwyższego poziomu naukowego i edytorskiego pracy, w tym przede wszystkim sygnalizowanie redaktorom wszelkich błędów, dostrzeżonych także po opublikowaniu pracy. Autorzy są zobligowania do ujawnienia wkładu poszczególnych osób w powstanie nadesłanej pracy (monografii czy pracy zbiorowej). Autorzy powinni także ujawnić źródła finansowania badań, w ramach których przygotowano książkę.

¹Jako plagiat rozumiemy przywołanie cudzych słów lub myśli bez stosownej noty bibliograficznej.
²Z ghostwriting mamy do czynienia wówczas, gdy ktoś wniósł istotny wkład w powstanie publikacji, bez ujawnienia swojego udziału jako jeden z autorów lub bez wymienienia jego roli w podziękowaniach zamieszczonych w publikacji.
³Z guest authorship (honorary authorship) mamy do czynienia wówczas, gdy udział autora jest znikomy lub w ogóle nie miał miejsca, a pomimo to jest autorem/współautorem publikacji.

Procedura wydawnicza wydawnictwa Instytut Badań nad Polityką Europejską:

- wniosek do wydawnictwa ws. możliwości opublikowania monografii bądź pracy zbiorowej wraz z załącznikiem (maszynopis)
- red. naczelny wyznacza jednego członka kolegium bądź osobę spoza grona do przygotowania opinii o przedstawionej książce
- kolegium redakcyjne po zapoznaniu się z opinią oraz maszynopisem decyduje o przyjęciu książki do dalszych prac
- wstępna kalkulacja związana z kosztami wydania publikacji
- uzgodnienie kwoty oraz wskazanie finansowania przez autora/autorów publikacji
- podpisanie umowy z wydawnictwem na wykonanie usługi związanej z publikacją książki, w której autor/autorzy bądź redaktor w przypadku pracy zbiorowej deklarują, że praca ma charakter oryginalny, nie narusza praw autorskich osób trzecich oraz że nienaruszone zostały standardy etyczne wydawnictwa. W przypadku wykrycia nadużyć przez system antyplagiatowy bądź negatywnych recenzji, umowa zostaje zerwana
- maszynopis wprowadza się do systemu antyplagiatowego, w przypadku pozytywnego wyniku:
- następnie maszynopis kierowany jest do recenzentów
- odpowiedź autora/ów na recenzje wraz z ustosunkowaniem się do uwag recenzenta/ów
- złożenie do wydawnictwa maszynopisu z ew. uwzględnieniem uwag recenzenta
- redakcja książki obejmująca dwie korekty oraz skład tekstu, opracowanie graficzne
- publikacja online i ew. druk książki
- przekazanie autorowi/om egzemplarzy autorskich oraz wysyłka tzw. egzemplarzu obowiązkowego

Procedura recenzji wydawnictwa Instytut Badań nad Polityką Europejską:

- sporządzenie wstępnej opinii przez członka kolegium bądź inną osobę wskazaną przez red. naczelnego
- wybór recenzentów książki przez kolegium redakcyjne; autor(orzy) mogą wskazać potencjalnych recenzentów, jednak o ich wyborze decyduje Kolegium, recenzenci powinni posiadać inną afiliację niż autor, autorzy bądź redaktor pracy zbiorowej, jednak w szczególnych przypadkach (np. gdy praca jest finansowana z grantów uczelnianych) dopuszczalne jest, by recenzentami były osoby z tej samej instytucji, co autor czy współautor. Jednak w każdym przypadku przynajmniej jeden z recenzentów musi posiadać odrębną afiliację niż autor(orzy)
- recenzentem monografii bądź pracy zbiorowej może być osoba posiadająca co najmniej stopień naukowy doktora bądź jego ekwiwalent i posiada dorobek w specjalności, której dotyczy recenzowana publikacja
- recenzja sporządzona jest na specjalnym formularzu (evaluation table) bądź w formie pisemnej rekomendacji
- autor/rzy otrzymują recenzję w celu zapoznania się z uwagami. Jednoznacznie negatywne recenzje dwóch recenzentów wstrzymują prace nad publikacją, co wiąże się z zerwaniem umowy o publikację książki
- Kolegium Redakcyjne zapoznaje się z odpowiedzią autora/ów na uwagi recenzenckie oraz ew. poprawioną wersją maszynopisu, ostatecznie decydując o wydaniu publikacji
- nazwiska recenzenta/ów umieszczane są na stronie redakcyjnej książki

The book is divided into two parts. In the first part the concept of Jihad is presented with special focus on Islamism and radical interpretation of Salafism. The second part consists of eight case studies dedicated to jihadist organizations which are most relevant in the contemporary medial context.
